Assumption: Conditional freshness

Given ${\mathcal{H}}_t$, the $n_t$ challenge examples and evaluation noises are independent draws from the declared challenge law. The checkpoint is fixed during the block. The integers $n_t\ge 1$ and numbers $0<{\delta }_t<1$ are chosen before viewing that block.
