Initial scars can reduce capacity without immediately deleting active connections

This is the intended independently uniform selection law, not a claim that a pseudorandom seed proves independence.
The supplied initial-adversity routine samples from all unscarred coordinates after baseline pruning, not just active ones. Therefore much of its structural effect can be exclusion of dormant repair positions. The returned random fraction is a requested fraction. The realized mask fraction is affected by layerwise floors and by the implementation's availability check.
