Let $a \in [0, 1]$ be the inhibition multiplier, $g \geq 0$ the assigned gain, and $p \in [0, 1]$ the protection coordinate. Define

g_{e} = G_{eff} (g, p) = g - p (g - 1.05)_{+}, b_{p} = 1 - 0.3 p, o_{p} = 0.15 p .

The number $p$ is not a clinical protection probability.

Here gain multiplies the input. It is not a second multiplier on the hidden state. The source's reported $a g$ is therefore an accounting product, not one combined post-cell scale.
