Fresh task and observation interfaces

The following independently extractable CPU code implements the printed task and observation repairs. It does not reproduce a complete original experiment. Separate role streams are an implementation convention; statistical independence remains a hypothesis of the intended sampling law.

The current target is never included in the current feedback input. Rule annotations remain evaluator-side information in the uncued mode.
