Exact finite-classical verification specifications

The following Python uses only the standard library. The classical optimization is exhaustive and rational when it completes. The quantum calculations are floating-point checks of already proved formulas, not a machine proof.

A practical guard rejects a requested exhaustive search before execution if its declared size is too large. It does not return a partial best-found value as an upper certificate.
