Record agreement is weaker than residual-instrument agreement. For example, identity and dephasing have the same one-outcome record law but send to different states. The complete instrument, not just its effects, is our comparison target. These distinctions parallel VII-E, VII-G, and En09-A CheungOperational,CheungEn09. No stationarity or clock-covariance hypothesis is imposed here; En09-A's additional relational-evolution interpretation is not claimed.
