Feedback compiled into a local hybrid network

This theorem does not inherit locality from a controller that reads a global geometry label and then selects a remote support. Such a controller must itself be included in the envelopes.

The distinction is the one already present in VII-E's prescribed schedule theorem and VIII-C's prescribed block-channel bound CheungVIIE (Theorem thm:locality and Proposition prop:direction), CheungVIIIC (Theorem thm:C5). The present extension permits feedback inside a declared local hybrid channel. It is still a dependency theorem, not a spacetime light-cone theorem. No physical directional causal dominance is deduced.
