The role of Cheung's observation and descent results

VII-E provides an observation framework and, in the displayed version, a conditional section entitled “A dictionary for distributional observations” CheungVIIE. The supplied descriptions that both deny and attribute that dictionary cannot be used simultaneously. We use only its limited interpretation: observations may be blind to declared differences, but blindness does not construct the response.
Reconstruction descent is a separate condition, stated in Em01-A and XIV-J CheungEm01A,CheungXIVJ. The finite separation argument also has a classical prototype in Landmark VI CheungVI. All mathematical criteria needed here are proved below.
VII-G's finite instruments distinguish selective maps, outcome effects, and implementation comparison CheungVIIG. That distinction is retained: constructing a scalar response distribution does not by itself construct an instrument measuring it.
