The full observable can be classically closed while an individual geometric coefficient is not. In particular, $s_{\mathrm{rel}}\varphi$ contains the order-$\kappa$ term that cancels the variation of the first dressing. Deleting it and calling the remainder a quantum Ward identity would change the rule.
