1. the local identity-on-matter macro event with independently certified code availability; or

2. the buffered benchmark of Theorem thm:eventbenchmark.

The complete decoded network satisfies (eq:main-containment). If its three stage channels have full-diamond errors ${ϵ}_{-},{ϵ}_{\mathcal{R}},{ϵ}_{+}$ against a declared target, the total error is at most their sum.
