The incidence update is a constraint-preserving -rule. It preserves , returns the complete outgoing-germ certificate, and has the certified common limiting slice. Its geometric decision and guard are independent of matter occupancy and internal state.

Proof. The two germs have the same limiting graph, packet, worldline, reference frame, collar marking, and primitive peripheral holonomy. Their realization-dependent matching tables are separately checked by A:thm:event,A:prop:fixed-certificate. The persistent abstract transport is specified above.

The guard uses only mode, exact clock, and incidence permission. The rule neither reads matter state nor tests occupancy. Separate spectator reservation supplies the required extension legality.
