Completeness is relative to this declared affine-conical contract. It does not classify all initial data, prove membership in every canonical polygon gauge, or turn an arbitrary matrix list into an embedded slice. A certificate is not an unconstrained string saying “pass,” and no executable exact-arithmetic checker is constructed in this paper.
