No simultaneous incidence and deficit change is certified. A future mixed-event proposal would have to return:

  1. a common marked limiting realization, not merely two independently certified endpoints;

  2. both one-sided germs and their positive-cell domains;

  3. compatible seam and adapted-chart data through the mixed stratum;

  4. complete ordered affine words, primitive-winding evidence, and collar agreement in a common frame;

  5. pointwise worldline and rest-vector matching;

  6. original-name transport and legality of event locations;

  7. a stated forward-domain encoding/decoding interface, with its correctness theorem if such an implementation is claimed.

The last item concerns geometric/control data, not a quantum recovery decoder. Separate permissions or a concatenation of command names cannot supply this certificate.
