An incidence epoch is an open parameter interval on which the declared active-cell pattern is constant. The germs at consist of the one-sided labelled cell data, their limits, and their one-sided laws. Outgoing cells whose size tends to zero are germ metadata, not additional active zero-size cells of the limiting slice.
