Background de Donder gauge

The gauge condition is imposed on the quantum fluctuation only; the classical backgrounds remain unconstrained. The dependence of the gauge fixing on $k_{\mathrm{cl}}$ begins at order ${\kappa }^2$ in $\mathcal{F}$ and enters the observable below at order ${\kappa }^3$; it is dropped.
