Finite dictionary and complete references

For a non-power-of-two dictionary, pad the task register. An unused code returns an explicit invalid-task flag and still consumes its signal input. No probability is dropped.

Retaining the task label matters. If it is forgotten, opposite signed successful-probability changes from two tasks can cancel.
