The obstruction is not the finite-rank mismatch XI-C recorded for the local vertex and the bilinear insertion. Those have smooth-free diagonal singularities compatible with (eq:mc); ${\mathcal{B}}_f$ and $\mathcal{T}$ were admitted. The cubic kernel fails (eq:mc) itself, through a boundary covector that no diagonal argument sees.
