D4: descent and ordering on the enlarged named sector

Define ${{\mathcal{S}}_{\mathcal{H}}}_{\mathrm{D},H}$ to be the coefficientwise $(\hslash ,\kappa )$-adic completion of the algebra generated by XII-A's named sector and all $C_{\mathrm{D},H}(f,g)$. This is formal completion, not analytic closure.
