For a formal series, vanishing means that each coefficient belongs to ${\mathcal{N}}_W$. Thus its formal vanishing space is ${\mathcal{N}}_W[[\hslash ,\kappa ]]$, not a condition allowing cancellation between different powers of the formal parameters.
