Class frozen: ${\mathfrak{K}}_{\mathrm{loc},\mathrm{R}}(f,g,W)$, the parameter-local/ one-retarded, shell-descending class of Definition def:class. Parameter locality of its unpropagated components is an explicit ansatz, not an inference about every possible correction.

Constructed: the class definition, its forced trivial shell representation, the necessary cocycle calculation, and one admitted cancellation cochain.

Proved obstructed: an integrated cancellation in this class for the detecting fixed data of Section sec:witness. Every member satisfying the representation and descent interfaces fails the cancellation target.

Outside the class: arbitrary nonlocal actions on Cauchy data and other completions remain undecided. The result is not a universal completion no-go.
