Localization powers and smoothing coefficients do not transfer

Even the parameters cannot be identified by notation alone:

is constant along $ϵ={\delta }^{3/2}$, divergent along $ϵ=\delta$, and tends to zero along $ϵ={\delta }^2$. A joint limit requires its own hypotheses.

Accordingly, neither Em02-A's localization powers nor Em02-D's inverse-cubic coefficient is assigned to the relational-lapse kernel. The rod distinction of Theorem thm:rod-detection is already enough to rule out replacing the original rods by a modified formula without recalculation.
