We formulate a finite-register incidence interface on a prescribed spinless conical carrier. Its inputs are a calibrated incidence parameter, installed packet data, finite codes, affine matching checks, source tokens, and guarded command updates. Incidence keeps the selected packet fixed; source replacement is a separate command.

The mathematical conclusion is a non-determination theorem, not a universal nonexistence theorem. Matching uniqueness determines an accepted output within its declared presentation, but neither chooses a source law nor acquires an expectation. Equal classical records need not determine residual source functionals. A finite supplied token is not an exact expectation-acquisition instrument. The parameter, code, normal deformation speed, and matter-defined lapse retain different dependencies.

For complete finite channel realizations, we prove scheduled Heisenberg support containment, reference-stable no-signalling, and the equivalence of snapshot determinacy, channel factorization, and adjoint support containment. A physical containment conclusion requires an independently supplied causal embedding. We then give two explicit refinement families agreeing with the same finite channel but converging to different continuous-time semigroups. Thus even a reference-stable finite locality certificate does not select a continuum evolution.

No continuum realization of the incidence package, regulator removal, invariant physical speed, dynamical cone, Einstein dynamics, field-theoretic instrument, or gravitational quantum coefficient is constructed. Comparisons with the supplied Cheung records are documentary separations, not theorem premises. The VI–XVI-D coordinate mismatch is not used.
