The exact outside list is:

  1. Identification. No identification of the four labelled prescriptions is supplied. The direct first-coordinate comparison excluded in XIX-B is not reopened or replaced. Other complete-observable comparisons remain separate questions.

  2. Native continuum evolution. No continuum realization of the VIII incidence package or autonomous matter-driven cone evolution is constructed. Finite channels and illustrative continuous-time comparison groups are not denied or renamed as that realization.

  3. Clock quantum certificates. VI's RG-open certificate is not closed. Em02-E's five audit slots and retained-order quantum gauge identity are not supplied or verified.

  4. External-time-free quantum evolution. No quantum evolution without an external time is constructed. A prescribed controller, coordinate time, or reparametrization does not establish that claim.

  5. Inherited coefficient and analytic exit. No quantum coefficient of the inherited characteristic graph is admitted. The full joint characteristic map, its subsequent section, remainder, transverse, contact, output, and normalization obligations remain outside this note. The downstream XV-B quantum-admission exit is not opened.

  6. Insertion and route obligations. XVI-N and spatially compact Route B are not discharged. The historical H2 record, the later I2 advance, and remaining I3/J2 full-target gaps retain their separate scopes.

  7. Regulator, witness, and catalogue transfers. Neither the external density ramp nor the fixed convolution prescription is promoted to a dynamical clock.
