XVI-L assembles all-sector coefficients on the background $h_{\mu \nu }=(w^1{)}^2{\eta }_{\mu \nu }$ (XVI-L, lem:L2comp: “NOT a general-$h$ symbolic assembly”). This section retains the independent residual-metric jets of ${L^{pq}}_{ij}$.
