A report names its full scope, evidence, provenance, and status. A regression status is not a scientific release status.

VERIFY(P, scope, budget): resolve scope and bind exact inputs, versions, and manifest check cross-artifact consistency required by the claim if a required equality fails: retain exact residual and report DISCREPANCY_RECORDED do not return CERTIFIED_SCOPED reject undeclared prescription or domain changes require all ancestors of the requested report verify inventory, zero provenance, descent, and coverage verify original minor and complete left kernel verify candidate residual and all declared consistency rows verify any complete right-kernel / affine-family claim enforce declared independence and mutation obligations retain resource, error, and provenance ledgers return CERTIFIED_SCOPED for exactly the resolved scope

missing input / unfinished computation -> MISSING unresolved scientific residual -> OPEN failed advertised exact check -> FAILED resource limit -> MISSING with RESOURCE_REFUSAL

An irrelevant discrepancy need not block an unrelated theorem. The D01 artifact mismatch blocks claims requiring that cross-artifact equality; it does not refute the abstract channel theorems, the synthetic affine repair, or the documentary Q03 record.
