4. Evaluate inventory graphs: earned. All 12 graphs have exact values.

5. Remainder cancellation / CT solution: earned, as above.

6. Enlarge target: not triggered. At one loop the ${\kappa }^2$ part of $(S,{\Gamma }_1)$ is $(S_0,{\Gamma }_1[{\kappa }^2])+(S_1,{\Gamma }_1[\kappa ])$. ${\Gamma }_1[\kappa ]$ is one-point only and is $0$, and ${\Gamma }_1$ with three fields starts at ${\kappa }^3$.

All eight closure-check reasons are answered. Enlarge rule 3 is respected: no XVI-M graph is used or identified with an action graph. Downgrade rule 2 is respected: no amplitude is omitted without its own justification.

O1_closure = CLOSED_PENDING_INDEPENDENT_REVIEW (confirmed: false). The scope is the one-loop ${\kappa }^2$ bulk two-point retained sector of $S_{\mathrm{inv}}$ at $m=0$, with the frozen gauge fermion, under the declared prescription, with external momenta in QdS. The functional ST4b (all $n$-point) and bulk symmetry restoration are not claimed.
