Q03: correction release (no new science)

Q03 corrects the O.1 closure record after the Q02 independent review (report reproducibility/independent_rebuild_report_q02.json, sha256 e4b54702bc76, reviewed source zip 378651a3, tree 4b551b98; decision: CONFIRM CLOSED (scoped)). The Q02 certificates are a frozen layer; the authoritative record is certificates/Q03_O1_record.json.
