The static scan is hardened (guard_scan2: recursive over code/, flags all 7 reviewer evasion forms). The claim is downgraded to a best-effort policy scan, not a security boundary. The Q05 gate rejects any unpinned file in code/**, tools/ or tests/. The scalar_loop3.py docstring (G13/G14 should read G14/G15) is erratum Q05-E2; the file is pinned by the Q04 layer gate and left unchanged. Pinned Q04 tools are left unchanged, and Q05 adds build_q05.py, source_set_q05.py, rebuild_q05.py and make_expected_q05.py.
