Disclosed revision of a frozen layer

Q06-R1: the Q05 gate (code/p6q05/release_q05.py) now treats the pinned Q05 guard-scan file count as a lower bound (the recursive scan grows when Q06 adds code) and leaves Q06-owned files to the Q06 gate; Q05_guard_scan.json was regenerated (26 to 33 files, still clean). The revised Q05 gate is re-pinned by the Q06 expected-values file.
