Q07-R1: the Q06 gate (code/p6q06/release_q06.py) leaves files under code/p6q06/q07/ and tools/*q07* to the Q07 gate and treats the pinned Q05 guard-scan file count as a lower bound (as Q06-R1 did for the Q05 gate). The Q05 gate is byte-identical to Q06. The revised Q06 gate is pinned by the Q07 expected-values file.
