Q10-R1: the Q09 layer gate leaves code/p6q06/q07/q08/q09/q10/ and tools/*q10* to the Q10 gate; it treats the guard_scan3 file count as a lower bound (Q10 files are scanned, not exempted); it is pinned by q10_expected.json. The Q05–Q08 gates are unchanged.
