The proposed Track A milestone is a well-defined quantum relational observable whose rod contributions, product domains, counterterm images, and retained-order gauge identity are all supplied. A plan naming these objects does not construct them.

XX-A is the first classical-prescription and admission-contract artifact of that track. Its mathematical release is the printed classical construction and the comparison and repair theorems below. Its quantum ending is explicitly unresolved.
