Regulator removal is optional and not entered

The milestone does not require regulator removal. If removal is later attempted, the two independent parameters $ϵ$ and $R$ must be retained, with a declared topology, uniform complete estimates, and a comparison between admissible refinement families.

Convergence at each fixed $R$ is not uniformity as $R\to \infty$. Likewise, existence of one limit is not independence of the regularization prescription. A finite-mode or lattice approximation remains labelled as such until its same-target continuum comparison is proved.

No numerical, spectral, or finite-channel refinement is performed in this paper.
