This note supplies a catalogue and a hypothesis-ledger syntax for the operational Lorentz-cone selection target fixed in XXII-A. Process matrices, ordered quantum combs and process tensors, static correlation data, and reference-stable channel tables are distinguished. In particular, pairwise signalling need not be a partial order, and a standard process tensor does not derive its declared temporal slot ordering. The ledger separates operational inputs, additional assumptions, derived properties, and undischarged proof obligations. Faithful generation, homogeneity, strict convexity, countermodel exclusion, continuum compatibility, and error allowances receive explicit acceptance conditions. Elementary witnesses make the five failure tests precise. No candidate is shown to satisfy the complete selection target, and no nonempty joint cone-selecting data class is constructed. The Stage 1 release is the completed catalogue and audit interface, not a positive emergence theorem.
