The distinction already recorded in En08-A and XXII-A is a distinction between cone generation and operational attainment CheungEn08A,CheungXXIIA.
For an elementary cone check, consider
Every generator is strictly inside , as is every nonzero finite conical combination of these generators. Nevertheless,
To verify this, approximate every point of the closed unit ball by rational points in its open ball and then use conical scaling. Thus the generated closed cone has nonzero null rays, although none of the generators, or their nonzero finite combinations, is null.
This is a generator example, not a constructed quantum event representation.
Pass condition. If an attained null protocol is claimed, exhibit its actual event pair and complete operational witness. If only cone selection or boundary approximation is claimed, retain the non-attainment boundary explicitly. Attainment is not an additional necessary condition for the cone-selection target itself.
