Remark: Settings are not additional event occurrences

A single $W_e$ can admit infinitely many instrument choices while still possessing only the three operation-use labels $A,B,C$. Changing an instrument setting does not by itself create a new operation occurrence or a causal comparison between different trials.

The countable raw carrier in this note comes from the explicitly declared experiment-use tokens $(e,a)$, not from counting the continuum of instrument settings as events.
