F4: small errors can accumulate

This is a lower-bound witness for the displayed noise model without error correction. It does not prove that every nonzero per-step allowance prevents convergence.

Conversely, if a telescoping upper bound fails to tend to zero, that fact alone proves only failure of that certificate. Error cancellation or a separately constructed correction scheme requires its own analysis.
