Compact Cauchy truncation and time-slice test

The time filter is not an assertion that a compact time window exactly selects a band-limited packet. It first acts on a band-limited auxiliary coefficient $k_{-}$, then controls the low-frequency leakage caused by spatial Cauchy truncation.
