Explicit packet error

This proves the packet bridge from bulk Cauchy evolution and complete scattering. It does not assume the effective temporal port of Em03-C.

The spatial truncation accounts for both radiation ends. Its support moves toward spatial infinity and toward the horizon as $R$ increases. It is therefore not a fixed finite-radius, outgoing-only detector construction.
