Definition: Activation authority

Each latent link has one linear activation authority ${\mathsf{Send}}_{\text{ell@u}}$, with partner receive capability ${\mathsf{Recv}}_{\text{ell@v}}$. Only the authority can activate the link, from $u$ to $v$. The orientation and authority are preparation data. The receive capability is not a second activation authority.

Activation consumes ${\mathsf{Send}}_{\ell }$, replaces the latent link cell by the active edge with the same identifier, and is legal only if the resulting active graph is acyclic.
