Haar randomness is an additional ensemble assumption about a family of devices. In each device, is fixed, independent of the variable logical input, and known to the decoder. It is not resampled between emission steps.

If is instead an unknown discarded random control and the accessible channel is averaged over it, that is a different, replacement-channel task.
