A physical endpoint package must provide:

  1. a justified finite code and complete prepared isometry, including preparation purifiers;

  2. complete logical-input-independent unitary evolution on a justified domain;

  3. access-preserving identifications into common comparison spaces, including a justified quantum receiver if physical radiation is to be collected;

  4. a proved complete-complement replacement allowance.

These are the same-model obligations in Cheung's En07 endpoint formulations CheungEn07B,CheungEn07C. They are not consequences of selected thermal occupations.
