The activation diagnostic and severity rule

The rule combines an assigned gain with a learned-state diagnostic. Its treatment differences are not wholly emergent.

“Uniform scarring” in the source means a common rate rule. Coordinate selection is deterministic low-magnitude selection, not uniform random deletion. Permanent accumulation is imposed by the update itself.
