Finite tokens are promises, not exact estimators

The quantifier matters. Perfect discrimination of specially promised orthogonal states is not excluded. Approximate estimation with a stated preparation class, copy resources, residual ownership, and error allowance is not excluded either. It is simply a new instrument problem, absent from the token table.
