The second target includes obligations not discharged by the first. Conversely, proposing a ultraviolet action does not define the composite relational observable needed for the first.
The mathematical contribution has eight components, summarized in thm:release. It includes independent separation and compatibility results, together with conditional assembly and matching implications. It does not evaluate the concrete gravitational endpoint.
