Separate quantum transport and resource contracts

This restates the relevant content of XXII-D's realization contract CheungXXIID (spec:realization). A receiver decoder may not access the source's remaining message-bearing systems or an external reference through an undeclared side channel.

A separately declared finite quantum network is a possible realization language CDP. It is not derived merely by taking a signalling quotient.
