This is the model-specific use of the one-shot accounting
distinguished in Cheung's En02-A
CheungEn02A ({thm:Dprime}).
The Kraus matrices were constructed in
Lemma lem:kraus; they were not supplied by the resource
ledger.
A resource-certified decoder would additionally require its
actual instruction tree, complete selective maps, and live-name
ledger, as in En02-B
CheungEn02B ({thm:B1}).
No such collective decoding implementation is asserted here.
