Assumption: Spectator-blind control and resources

For the compared executions, equal geometric labels, equal finite control states, and equal declared accessible state functionals select the same:

1. rule and matter channel;

2. applicability and capacity-check result;

3. support and resource certificate;

4. transport of original names and successor control state.

Adding inaccessible spectator names does not change these selections. Spectator storage and required transport history are reserved separately from the geometric-update budget. Random external control is compared under a common seed or an explicitly coupled control law.
